PlayCity orders ISPs to block 372 gambling sites without Ukrainian licence

PlayCity adopted decision No. 462-R on 2 November 2026. Under it, providers must restrict access to 372 sites that organise gambling in Ukraine or provide access to it without a local licence. The full list of addresses is given in the annex to the decision.

The obligation on providers does not mean all 372 sites are already blocked. That requires a separate transfer of addresses from the NCEC agency and action by providers.

The agency's unit responsible for digital solutions and oversight has been instructed to notify the NCEC within three days about sites subject to blocking. The same unit will pass the information to law enforcement, publish the list on the PlayCity website and check whether providers comply. It will refer any violations to the NCEC.

The NCEC oversees compliance with the obligation. In a notice of 19 October, the commission reminded providers that non-compliance carries a fine of two thousand untaxable minimum incomes, rising to four thousand for a repeat violation within a calendar year. The legal basis is Article 126 of the Law on Electronic Communications.

For comparison, the agency's 16 October decision No. 435-R covered 468 resources, and the NCEC passed it to providers on 19 October. The November list is shorter but came out 17 days after the October one, so blocking is happening in waves. The decision applies only to resources without a Ukrainian licence and does not affect licensed operators.

By 5 November, that is within three days, the agency must hand the list to the NCEC. The NCEC will then notify providers of the obligation to restrict access, as it did with the 16 October decision.
