The Cabinet of Ministers of Ukraine has taken a historic step in gambling regulation by adopting the nation's first Strategy to combat gambling addiction, active until 2035. Alongside the overarching document, the government approved a detailed Operational Plan for 2027–2029, ensuring that every strategic goal is backed by specific measures, clear deadlines, and designated responsible authorities.
A Holistic Approach Over Isolated Restrictions
The ongoing reform of the gambling sector has already introduced crucial changes: responsible gambling principles were established, requirements for legal businesses were tightened, and advertising was restricted. However, the new Strategy unites efforts across various sectors of state policy—healthcare, social protection, education, information policy, and law enforcement—into a single, cohesive system for the first time.
Key Initiatives of the Strategy:
- Education and Prevention: Launching large-scale public information campaigns and introducing special school lessons on the risks of gambling.
- Early Diagnostics: Implementing screening tools for addiction risks and other early detection methods.
- Medical and Psychological Support: Expanding access to professional treatment, psychological counseling, and full rehabilitation.
- Protection for the Military: Developing and implementing separate, specialized support programs tailored for active military personnel and veterans.
- Tackling the Shadow Market: Systematically blocking illegal gambling websites and advertising, as well as combating organized crime within the gambling sector.
Technological Control and Monitoring
In parallel with the Strategy, the state is strengthening technical oversight. Regulator PlayCity recently ordered the development of the second phase of the State System of Online Monitoring (GSOM). Developed by Kitsoft, the new system will track in-game processes (bets, outcomes, slot parameters) in real-time to automatically enforce responsible gambling principles. The first phase, focusing on financial transactions, is already live with 28 out of 31 licensees connected.
The State Operating as a Unified System
Tackling gambling addiction will be the shared responsibility of the entire state apparatus. Approximately 40 government bodies will work under a unified plan, including PlayCity, the Ministry of Digital Transformation, the Ministry of Health, the Ministry of Defense, BEB, SBU, and the National Police.
