PlayCity orders second phase of gambling monitoring system

Ukraine’s PlayCity has signed a contract with Ukrainian GovTech company Kitsoft to develop the second phase of the State Online Gambling Monitoring System (DSOM).

Kitsoft won an open tender conducted through Prozorro, with two companies taking part in the procurement process.

The second phase is designed to significantly expand government oversight of Ukraine’s legal gambling market. While the first phase focuses primarily on financial transactions, the new functionality will allow regulators to monitor processes taking place directly within games — from deposits and bets to game results and payouts.

The second phase will include:

  • recording game results;
  • monitoring transactions involving gaming substitutes for the hryvnia;
  • tracking the parameters and operation of gaming machines;
  • providing DSOM data access to the National Bank of Ukraine, the State Financial Monitoring Service, the Ministry of Finance and other government agencies;
  • strengthening oversight of responsible gambling requirements.

The development and deployment of the new functionality are expected to be completed in 2026.

First phase of DSOM already operational

In April 2026, PlayCity launched the first phase of DSOM in test operation. The system automatically collects data on bets, winnings, refunds and other financial transactions conducted by licensed gambling operators.

As of now, 28 of Ukraine’s 31 licensed gambling operators have been integrated into DSOM. Each transaction is transferred to the system with a unique identifier, while player data is provided in an anonymized format.

The second phase will build on this financial infrastructure by adding data on the actual gaming process, allowing regulators to conduct a more comprehensive analysis of operators’ activities.

Kitsoft selected through open tender

The contract was awarded to Kitsoft, a Ukrainian GovTech company operating as Computer Information Technologies LLC. The company has experience developing government digital products and has contributed to projects including the Diia portal and the eMalyatko, e-Residency, e-Entrepreneur, Kyiv Digital and e-Consul services.

Like the first phase, the second phase of DSOM was awarded through an open procurement process.

Once the new functionality is deployed, DSOM is expected to combine financial transaction data with information on the gaming process, giving the government a more complete digital picture of Ukraine’s regulated gambling market.
