Dutch regulator Ksa fines EOD Code a record €37 million

The Dutch Kansspelautoriteit (Ksa) announced a fine against EOD Code SRL on October 22, 2026, for offering gambling in the country without a licence. The €37 million penalty is the largest in the regulator's history for illegal online gambling.

The company operates sites including Instantcasino and Skyhills. Ksa calls EOD Code an “illegale partij” and notes that it had previously been served a “last onder dwangsom”, meaning a demand backed by periodic penalty payments.

The investigation started with Instantcasino, but it later emerged that the company runs at least twelve illegal sites. The regulator points to the absence of visible age verification and to the acceptance of cryptocurrencies and anonymous payment methods. The fine was calculated from an estimate of revenue earned on the Dutch market, not a fixed rate.

Ksa recorded the violation back in 2024 and warned the company at that time about a possible fine. According to the regulator, EOD Code never responded to its requests. The company is registered in Costa Rica. Ksa acknowledges that foreign operators of this type often do not pay fines and notes that a fine is only one of its tools.

For affiliates and media buyers working with Dutch traffic, the signal is clear: the regulator is targeting the operator and its entire network of brands, not a single domain. Earlier, on October 14, Ksa named the fight against the illegal market its main priority, estimating that for every euro wagered with licensed operators there is roughly one euro in the illegal segment. The message does not describe how the fine will be paid or what further steps will be taken against EOD Code's sites.
