The National Lottery Authority of Liberia (NLA) has adopted Regulation No. 005 of 2026, which takes effect on October 1, 2026. The document introduces a separate license for online casino operators and another for prediction markets. Each license costs $80,000.
The regulation sets minimum capital requirements, tightens advertising rules and creates a real-time transaction monitoring system. It also raises administrative fees and fines and introduces new contributions to social programs.
Prediction markets face specific restrictions. Contracts tied to the death of specific people, criminal activity and elections in Liberia are banned.
According to the regulator, the document aims to boost revenue collection, bring digital gambling under control, and protect consumers from fraud, underage gambling and gambling harm.
Operators and affiliates that run traffic to Liberia should compare the regulation's advertising requirements with their campaigns before launching or continuing them.
