The Cabinet of Ministers of Kyrgyzstan, by Resolution No. 698 of October 15, removed the copy of the certificate of state registration of a legal entity from the list of documents for a gambling license. The change takes effect October 26 and applies to applicants in three groups, including online casinos.
The amendment is made to paragraph 13 of the regulation on licensing gambling activity, in force since August 2022. The regulation lists documents separately for each group of applicants, and the same paragraph has been removed from all three lists. The resolution is part of a broader package of measures to reduce the number of documents businesses must submit to obtain permits.
Other requirements have not changed. Applicants still submit certified copies of the charter, the founding agreement or the decision of the sole founder, and meeting minutes. Land-based casinos confirm the right to use the premises, the presence of security and video surveillance, and a reserve fund. Bookmakers and amusement arcades, among other things, provide equipment certificates and a certificate of no tax arrears. Online casinos document ownership or the right to use gaming software.
For all three groups, the requirement to verify players against citizenship data of Kyrgyzstan remains. The amendments did not affect the license term, which is ten years.
In September, Kairat Mamatov, chairman of the Financial Market Regulation and Supervision Service, reported 24 licensed online casino operators. The public register contains 22 license records in two categories of online gambling.
