Kazakhstan's Ministry of Justice registered Order No. 198 on 13 October. The order is dated 9 October 2026 and requires operators of the Unified Betting Accounting System (ECU) to check players against the Interior Ministry's penal enforcement database. The Committee for Gambling Regulation published the document on its website on 27 October.
When a business relationship is established, an ECU operator or a contracted payment organisation must check the player's details against the centralised database of the Interior Ministry's penal enforcement system. The check covers, among others, people sentenced to restricted freedom and those given a suspended sentence. Other grounds that bar a person from gambling are also taken into account.
If the check reveals restrictions set by the rules, the operator or payment organisation must refuse e-money transactions and the payout of winnings. The amendments clarify how to check players who are already subject to restrictions.
The order also changes how ECU data is issued. Bailiffs will be able to request part of the data through the state automated enforcement proceedings system. Access is restricted. The amended clause 22 refers to four paragraphs of clause 16 and narrows the list of information transmitted.
Some provisions cover remote identification. It uses the client's personal data and photographs, which are matched through Kazakhstan's digital identification infrastructure. The check may also be carried out by financial monitoring entities engaged under contract.
