Brazil’s National Council for Advertising Self-Regulation (CONAR) has approved new rules for betting advertising, strengthening requirements for operators, influencers, affiliates and the protection of minors.
The updated self-regulatory framework expands Annex X and introduces additional requirements for betting promotions. The rules were developed using industry input, consultations with authorities and consumer complaints handled under the previous framework.
The biggest change concerns influencer and affiliate marketing. CONAR plans to introduce an accreditation programme for influencers who want to run betting campaigns and increase oversight of their promotional content.
The framework also strengthens measures targeting illegal operators, with rules designed to identify, remove and prevent advertising for gambling websites operating without the required authorisation.
CONAR is also giving greater prominence to responsible gambling warnings, which must comply with requirements established by Brazil’s Ministry of Finance under Ordinance No. 1,964/2026.
A separate set of measures focuses on children and adolescents. CONAR has prepared a dedicated checklist aimed at limiting advertising elements that could appeal particularly to minors. The guidance specifically addresses the use of anthropomorphic animals and other child-oriented imagery.
The updated Annex X, together with the new framework for betting advertising and the child protection checklist, is expected to be published following the approval.
The new rules expand Brazil’s approach to betting advertising beyond operators themselves, bringing influencers, affiliates and other participants in the digital advertising chain under closer scrutiny.
