Brazilian clubs and CBF warn ban on betting puts $183M sponsorship at risk

Brazil's football clubs and the Brazilian Football Confederation (CBF) warned that a betting ban could cost the sport about $183 million a year (1 billion reais at the exchange rate as of November 4, 2026). The hearings took place on November 3 at the Supreme Federal Court (STF). Justice Luís Fux presided, and the discussion focused on provisional measure 1.394/2026.

Clubs received this money from betting companies: contracts were worth about $183 million (1 billion reais) a year and made up 35% of all club sponsorship. The case is ADI 8027, filed by the National Association of Games and Lotteries (ANJL).

The provisional measure was signed on September 25. It ends fixed-odds betting and bans its operation and advertising. Advertising campaigns, marketing, sponsorship and any commercial promotion of betting sites are prohibited. Operators' websites and apps were required to go offline by October 6.

CBF estimated losses of 420 million reais (about $77 million) as early as 2027. According to CBF representatives, halting sponsorship talks for 2027–2030 could cost $77 million (420 million reais).

Clubs see the losses as even more serious. Flamengo estimated them at 430 million reais a year (about $78 million), and Fluminense at 200 million reais (about $37 million).

A CBF representative also believes the market will be flooded. The exit of betting companies would create a surplus of advertising space, which could lower payments to clubs.

No decisions were made at the hearings. At least 22 of the 34 invited speakers have already spoken against the measure. Fux intends to bring the issue to the STF plenary but has not set a date. The provisional measure remains in force for now and still needs to be considered by Congress.
