The city of Buenos Aires has approved a law barring registered child support debtors from using licensed online gambling and betting platforms.
People listed in the Public Register of Child Support Debtors will be unable to open or maintain active gambling accounts. The restriction will also cover deposits, bets and withdrawals.
The rules will apply to gambling products offered under the oversight of Lotería de la Ciudad de Buenos Aires (LOTBA).
Verification will be automated
Operators will not receive full details about a customer’s financial or family situation. The system will check only one fact - whether the person appears in the child support debtor register.
The check is intended to take place automatically when users access and transact on gambling platforms. The information cannot be stored, used for commercial purposes or used to build user profiles.
This allows operators to enforce the restriction without creating a separate database containing sensitive personal information.
Operators could face sanctions
LOTBA will be responsible for enforcing the new system.
Operators that fail to carry out the required checks or allow restricted users to continue gambling may face sanctions under Buenos Aires gambling rules and the conditions of their concessions.
The responsibility therefore falls on both the user and the gambling operator.
System must be implemented within 30 days
The Buenos Aires executive branch must issue the regulations needed to implement the measure within 30 days after the law is published in the Official Gazette.
Licensed online gambling providers will then have to integrate the eligibility check into account registration and transactions.
The measure links access to regulated gambling with compliance with child support obligations and adds another example of gambling restrictions being used to address wider social and financial issues.
