Ukraine's gambling regulator PlayCity has launched an online complaint tool — and the market responded immediately. In just two weeks, Ukrainians submitted over 250 reports of illegal gambling advertising. The tool removes bureaucratic friction and puts enforcement power directly into users' hands, signaling a significant shift in how Ukraine polices its digital gambling space.
What Happened: PlayCity's Complaint Tool Goes Live
PlayCity's new online complaint form is accessible directly via the regulator's website under the "Citizens" → "Complaint About Advertising" section. Users can report illegal gambling ads spotted across social media, websites, TV, radio, outdoor placements, and other public spaces.
The submission process takes minutes:
- Select the type of platform where the ad appeared
- Submit a link to the ad
- Attach screenshots or video evidence
- Optionally provide an email to track the complaint's status
One standout technical feature: the system automatically archives time-limited content such as Instagram or Facebook Stories. When a link to a Story is submitted, the platform captures the content before it disappears — ensuring evidence is preserved for review regardless of the content's expiry.
Why It Matters: Digital Enforcement at Scale
Collecting 250+ structured complaints in 14 days is not a minor milestone — it demonstrates that digitizing civic engagement works. Previously, reporting illegal gambling ads required paper-based submissions or direct interaction with a state agency, creating a high barrier that suppressed complaint volumes.
By reducing the reporting friction to a few clicks, PlayCity has effectively crowdsourced enforcement. The structured data collected through the tool allows the regulator to identify systemic violations, track repeat offenders, and build evidence-backed cases faster than traditional methods allow. This is the kind of regulatory modernization that affiliate markets and compliance teams across the region should be watching closely.
What's the Fine for Illegal Gambling Ads in Ukraine?Impact: Fines, Blocking, and Cross-Platform Coordination
PlayCity's response workflow after receiving a complaint is multi-layered. Once a violation is confirmed, the regulator initiates page-blocking requests, identifies the responsible party, and applies a fine of nearly ₴5.2 million (approx. €115,000). If the responsible party cannot be identified, law enforcement is brought in.
Critically, PlayCity operates formal partnerships with major platforms — Meta, Google, TikTok, YouTube, Viber, and Twitch — enabling fast-tracked removal of flagged content. This cross-platform coordination significantly reduces the window during which illegal ads remain visible to users.
The results so far are notable: PlayCity has previously blocked over 500 social media pages distributing illegal gambling ads and levied fines totaling nearly ₴80 million. The new tool is poised to accelerate both metrics substantially.
