Decree 392/2026/ND-CP, issued October 20, 2026, gives Vietnam's casino and bookmaker operators a new way to identify customers. From November 15 they can check data through the VNeID national digital app. Deputy Prime Minister Pham Gia Tuc signed the document.
Operators have two verification options: VNeID or physical identity documents. Their obligations stay the same. They must keep a full register of customers and bar anyone who does not meet the requirements from playing. The amendments were made to Article 33 of Decree 96/2016/ND-CP, which sets security and public order conditions for certain business types, and apply to casinos, foreigner-only electronic gaming venues and bookmakers.
What changes for operators is how entry is checked, not the scope of their duties. The register and the ban on admitting ineligible people remain as they were, and paper documents are still a valid option.
Fines are set out in a separate document. Decree 391/2026/ND-CP replaces Decree 137/2021/ND-CP and takes effect December 5, 2026. The maximum fine is 200 million dong for organizations (about $7.8 thousand at the State Bank of Vietnam rate as of November 2, 2026) and 100 million dong for individuals (about $3.9 thousand). Besides fines, violations can lead to temporary suspension of operations and confiscation of items and funds used in the violation.
From November 15 operators get a second way to verify identity, and from December 5 new fine limits apply per violation.
