Ukraine’s gambling regulator PlayCity has announced a tender to develop a software module linking the Register of Persons Restricted from Gambling with the State Register of Military Personnel. The project is a key technical step towards automatically checking whether military personnel are subject to restrictions on gambling participation.
The two state registers will exchange information through Trembita, Ukraine’s government interoperability system. The State Register of Military Personnel is being implemented by the Ministry of Defence of Ukraine.
The mechanism is provided for under Cabinet Resolution No. 804, adopted on June 17, 2026.
Automated checks will take place during registration and login
Once the system is launched, licensed gambling operators will check users when they register or log in to their accounts.
The first check will be made against the Register of Persons Restricted from Gambling. If no existing restriction is found, the system will automatically check the State Register of Military Personnel.
If the check confirms that the user is subject to a gambling restriction, access to gambling services will be blocked.
Operators will not receive information about a user’s military status. They will only receive the result of the check - whether a restriction applies. The reason for the restriction and the source of the information will not be disclosed.
The approach is designed to automate the process while limiting the disclosure of sensitive information about users.
System expected to be tested by the end of 2026
After the software module is developed, PlayCity and the Ministry of Defence will test the interaction between the two state registers.
Cabinet Resolution No. 804 provides six months from the date of publication to establish the electronic interaction and test the mechanism. The resolution was published on June 24, 2026, meaning the process should be completed by December 24, 2026.
Following successful testing, PlayCity and the Ministry of Defence will document the results in an official act. Publication of that act on the PlayCity website will trigger the launch of the automated gambling restriction mechanism for military personnel.
Other gambling restrictions are already available
Until the new system becomes operational, military personnel, like other Ukrainian citizens, can use existing self-exclusion mechanisms.
Individuals can submit a self-exclusion request and block their access to gambling for six months to three years. Once the restriction is entered into the relevant register, all licensed gambling operators are required to comply with it.
A restriction request can also be submitted by first-degree relatives or legal representatives where specific legal grounds exist, including serious financial difficulties, significant debt, unpaid alimony and other circumstances defined by law.
In such cases, the restriction is initially imposed for six months and can be extended.
The new module will therefore move restrictions on military personnel towards automated, market-wide verification across Ukraine’s licensed gambling sector, while operators will receive only the result of the check and not the user’s military status.
