The Dutch regulator Kansspelautoriteit (KSA) published its annual market review for 2025 and a monitoring report on online gambling for the first half of 2026 on October 29. Both documents are available on the KSA page. According to KSA, legal operators accounted for 59% of online market revenue in January–June 2026. In the second half of 2025, their share was 54%.
Gross gaming revenue (GGR) across the entire licensed market, online and offline, fell from €4.5 billion to €4.1 billion in 2025. Online was the main source of the decline: online casino revenue dropped 18.2%, and online sports betting fell 30.2%. KSA partly links this to player protection measures introduced at the end of 2024, including a limit on net deposits. Another factor was the European Football Championship in 2024, which boosted sports betting revenue that year.
The number of online accounts rose to 1.48 million in the first half of 2026, up from 1.38 million in the previous half-year. At the same time, the number of people actually playing did not change much. KSA estimates it at about 490,000 per month, while around 820,000 people played online at least once during the half-year. The regulator cites two possible reasons: the World Cup, which started in June, and players opening several accounts to get around per-account deposit limits.
According to KSA, the share of players who gamble only with legal operators has stabilized at around 94%. The regulator explains the gap between this figure and the 59% revenue share this way: players on illegal platforms lose noticeably more on average.
The report also includes risk data. The number of people undergoing treatment for gambling addiction grew by more than 14% in 2025 compared with 2024. According to research firm Ipsos, 65% of online players gamble without problems, the same as a year earlier.
