Michigan Allows Online Sportsbooks to Take Fixed-Odds Horse Racing Bets

The Michigan Gaming Control Board (MGCB) announced on October 30, 2026, that fixed-odds horse racing bets are being added to the state's online sports betting catalog. Twelve licensed online sportsbooks in the state can now accept such bets.

The difference from the familiar model lies in how payouts are calculated. Under pari-mutuel betting, all bets are pooled, the payout is set by the final distribution of the pool, and odds can change until the race starts. With fixed odds, the payout is known at the moment the bet is placed.

Bets will run through existing platforms. Licensing requirements, responsible gaming tools, and age and residency checks will apply the same way they do for other regulated sports betting.

MGCB Executive Director Henry Williams linked the decision to player demand: "This change reflects where the horse racing industry itself is heading." He said players want the same clear format with fixed odds that they already have in sports betting.

The new product is being added to a large online sports betting market. Michigan's commercial and tribal operators reported that online sports betting revenue rose 27% in September, to $55.5 million, while betting volume grew 5%, to $544.8 million.

The decision applies only to online sportsbooks licensed by the state. Operators may offer fixed odds alongside pari-mutuel betting or instead of it.
