Finland's National Police Board said that as of 26 October, 79 applications for online gambling licences had been submitted. Of these, 12 have been approved and none rejected.
The market opens to private operators on 1 July 2027, and until then it is run by a state monopoly. The police board accepts and reviews applications. This is the first confirmation of approvals from the regulator itself: some companies, including Wildz Group and HipposATG, had already announced their licences on their own.
Licences went to Hippos ATG Oy, Sunflower Gaming, Granturo Finland Ltd (Wildz Group), Skill On Net Ltd, SuomiVeto Oy, Cloudberry Ent, SixthSpin, KuuFlip, RocketLily Ent, Nivei Ursi, YTBlue and Buccone Trading.
Veikkaus is not on the list. The incumbent state monopoly also applied to operate in the online market after liberalisation. After the market opens, it will keep lotteries, scratch cards and land-based slot machines, while online gambling moves to a competitive regime.
According to H2 Gambling Capital, Finland's total market GGR in 2026 will reach about €1.9 billion, with roughly 81% coming from online.
The regulator's statement gives no timeline for reviewing the remaining 67 applications.
