Brazil’s government is considering a ban on betting brand promotion through cultural projects that receive tax incentives under the Rouanet Law.
The proposal would not prevent betting companies from funding cultural projects. Instead, projects benefiting from the government tax incentive would not be allowed to double as promotional platforms for betting brands.
Government lawyers are reviewing whether the restriction should be introduced through a presidential decree or a change to legislation. Applications for the 2026 Rouanet cycle are due by October. If approved, the new rules could take effect from 2027.
The restriction would not apply retroactively, meaning existing sponsorship agreements would remain in place.
According to Ministry of Culture data, betting companies currently account for a relatively small share of funding for Rouanet projects. The government wants to establish rules before betting sponsorship becomes more widespread in the cultural sector.
No final decision has been made yet.
