Lula re-elected Brazil president, online betting ban stays in force

Luiz Inácio Lula da Silva won the second round of Brazil's presidential election on October 25, 2026, defeating Senator Flávio Bolsonaro. With almost all ballots counted, Lula had 51.79% of the vote and Bolsonaro 48.21%. The new term will run until December 2030.

For the industry, the key question is what happens to the ban on bets. It was introduced by provisional measure 1394/2026, issued on September 25, which bans nationwide the organization, offering, brokering and advertising of bets on sporting events and virtual online games.

Under the measure, existing concessions end within 30 days of September 25, and access to websites and apps is blocked within 10 days of issuance. Operators are not entitled to compensation or refunds of fees paid for licenses. Balances in players' accounts could be withdrawn until October 5; banks return the rest to clients.

Congress must review the provisional measure within 60 days, and the deadline can be extended for the same period. If parliament does not approve it, it will lose force. The election result does not change this mechanism: the decision on the document rests with deputies and senators.
