Mayor of Ōtō (Fukuoka, Japan) Joji Nagahara on October 20 submitted an official request to Fukuoka Prefecture. He is asking the prefecture to begin preparing an application for an integrated resort (IR) with a casino for the next national application round, which runs from May 6 to November 5, 2027. Fukuoka Governor Seitaro Hattori has not yet promised support.
Only prefectures and cities with special status (designated cities) can apply for an IR license in Japan. Ōtō itself is not entitled to apply, so everything depends on the prefecture's decision. According to Japanese regional media, Nagahara said that only two slots remain available. Of the three possible IR zones, only one has been approved so far: the Osaka Yumeshima project. The 2027 window was set by a Cabinet Office decree, reported in March.
Hattori described the issue as requiring consideration. In Japanese reports he cites the risks of gambling addiction, the impact on local communities and children, and the need to hear the opinions of prefecture residents. He did not name a timeline for a decision or a format for consultations, at least in the materials available to us.
The Ōtō project has been publicly discussed since autumn. Nagahara announced his intention to pursue an IR on October 6 and held a briefing for residents on September 30. Investment volume and economic impact are cited differently in different outlets, and we have not found a primary source for these figures, so they are not included here. Organizations that help people with gambling addiction also oppose the project. According to FBS, they submitted their petition on October 19.
For the market, one thing matters right now: until the prefecture decides, there is no application from Fukuoka. If it decides to apply, this must be done by November 5, 2027. It is worth watching statements from the prefectural administration and the timeline it sets for consultations.
