The Norwegian Gaming Authority (NTA) has issued formal DNS blocking notices to 62 unlicensed operators, including high-profile prediction market platforms Kalshi and Polymarket. Targeted companies have until 15 October 2026 to submit formal responses before final enforcement orders take effect.
The latest action builds upon existing national enforcement, which has already seen 238 gambling sites blocked across the country.
Insider Trading Concerns Over Prediction Markets
NTA Director Atle Hamar explicitly highlighted prediction market operators as a key regulatory threat. According to NTA analysis, prediction trading structures inherently favor users with access to non-public information, creating systemic insider trading risks that disadvantage retail consumers.
Hamar noted that while determined users can bypass DNS blocks via VPNs, technical barriers combined with payment processing restrictions effectively curb participation among the broader population.
Wider European Regulatory Scrutiny
Polymarket continues to face regulatory pushback across Europe, with operations already restricted or banned in France, Denmark, Ireland, Italy, Portugal, and the Netherlands. Although Polymarket is actively challenging these decisions in court and pushing to be regulated as a financial product rather than a gambling entity, European authorities and ESMA maintain a strict stance due to market manipulation concerns.
