Malta's Regulator Softens Draft Rules for Recognition Notice Holders

Malta's regulator MGA has finished reviewing feedback on its consultation on changes to the Recognition Notice (RN) and has made refinements to the draft. The regulator announced this in its news from 29 October 2026. The final document, the Feedback Statement, has been sent to RN holders and their representatives.

The RN lets companies based in Malta work with licences issued by EU and EEA regulators, or by jurisdictions with comparable AML/CFT rules, without obtaining an MGA licence of their own. The regulator launched the consultation in April 2026. According to the MGA, the draft is consistent with the latest national risk assessment and the 2024–2026 AML/CFT strategy.

The standard legal opinion template has been dropped from the original plan. Instead of a full corporate structure chart, the MGA will request information only on ultimate beneficial owners. B2B providers are exempt from many obligations that were initially proposed for companies working directly with players.

Data collection will start with B2C RN holders in 2026 and will cover the 2025 reporting period. The first collection does not apply to B2B. For operators that work with players through foreign licences, the easing does not cancel reporting: collection of that data begins this year.

The regulator says it will announce the practical application of certain requirements later, without setting a deadline. The next step is up to the MGA: publishing the procedure for applying the requirements.
