From October 24, Kazakhstan gives single operator 75% of bookmaker levies

From October 24, the single operator distributing sports funds in Kazakhstan will receive 75% of mandatory levies from bookmakers and totalizators instead of 45%. This follows from government resolution № 889. The government approved the amendments on October 9, and they were published on October 13.

The levy rate remains unchanged at 3.3% of each accepted bet. It is set in point 1 of resolution № 167 of March 12, and the new document does not touch it. Only point 2 changes, which lists the recipients and their shares.

The redistribution comes from two funds. The share of the National Olympic Committee fund drops from 21% to 7%, and the share of the “Қазақстан халқына” fund drops from 21% to 5%. Together that is 30 percentage points, and all of them go to the single operator. The operator of the Unified Accounting System (ECS) keeps 13%.

In terms of bet volume, the single operator currently receives 1.485% (45% of 3.3%), and after October 24 it will receive 2.475%. The difference is 0.99 percentage points of accepted bet turnover. This is arithmetic based on regulations, not data on actual receipts, as the document contains no actual amounts for 2026.

The load on operators per bet does not increase, so for licensees only the recipients of the money change. Whether the order of transfers or reporting will change is not clear from the text of the amendments. The text also does not say how the NOC and “Қазақстан халқына” funds will cover their reduced shares.

Operators and affiliates working with Kazakh traffic should wait for explanations from the relevant agency. The new procedure takes effect on Saturday, October 24.
