Bill 14838-03 on regulating online betting in Chile is now in its second constitutional reading in the Senate. The executive branch gave it the highest level of legislative urgency on May 7, 2026. The bill was submitted to Congress in March 2022.
On November 5, 2026, iGB published the second part of its Most Influential Women 2026 list. It includes Cecilia Valdes, head of the Chilean Association of Casinos (ACCJ). Her top regulatory priority is this bill.
For operators, the key points are in the mechanics. Operators will need a general operating license and must register in Chile as closed corporations with an exclusive corporate purpose. They will become subjects of anti-money laundering rules and must report suspicious transactions. On taxes, licensed iGaming operators would pay a special 20% tax on gross gaming revenue, plus 1% for responsible gambling programs.
The self-exclusion register is common to both markets. The national self-exclusion register would be mandatory for both online platforms and land-based casinos. The minimum exclusion period is six months.
Until the law passes, the illegal market operates under pressure from courts and tax authorities. The Supreme Court ruled that only Polla Chilena de Beneficencia, Loteria de Concepcion and Teletrak may legally offer online gambling in the country. The telecommunications agency Subtel ordered the blocking of 42 online betting sites operating outside current rules.
The latest changes concern amendments. In late October, the government sent amendments to the flagship betting bill. As of June, more than 570 amendment proposals from lawmakers and the executive branch had accumulated on the text.
The next step falls to the Senate Economic Committee. It agreed with the executive branch to create a technical working group to review the amendments. Until the group finishes its work, there will be no detailed debate on the text.
